MUNCIE -- A cost-cutting decision to quit mowing grass and weeds along secondary roads prompted about a dozen complaints to the Delaware County Commissioners this year.
Imagine then, how frustrated the public will become in 2011 when county officials really cut back in anticipation for growing revenue losses in connection with circuit breaker tax caps.
