MUNCIE -- Delaware County commissioners and the Muncie City Council on Monday took steps that critics said made it extremely unlikely that a government reorganization plan will be adopted by voters in the 2012 general election.
Besides adding a local board -- the public defenders board -- created after the reorganization plan was completed, the officials changed the standards for adoption of the consolidation plan in a public referendum set for November 2012.
