Indiana lawmakers returned to work last week, and one of their first tasks is to produce a workable budget for our state. Given projected losses in state revenues, it's no secret that cuts must be made.
Armed with a budgetary scalpel, no two Hoosiers would probably make identical incisions. But Gov. Mitch Daniels has made a start, by proposing reduced funding for higher education, tourism and the arts.
