The Journal & Courier begins a discussion today about proposed reforms of local government in Indiana. The recommendations from the Indiana Commission on Local Government Reform -- more commonly known as the Kernan-Shepard report -- are the basis for the debate, which will take place here, in the state Capitol and across Indiana.

We believe the General Assembly should adopt a large part of the Kernan-Shepard report.

Township government, for example, is obsolete. The Kernan-Shepard report recommends ending this layer of government. That recommendation makes the most sense of all the proposals in the report.
