Does the year 2011 herald doomsday for local government? A number of experts and elected officials believe so. It will certainly be an altered reality for Hoosiers, who will have to get used to far fewer services.
The numbers are staggering. By 2011, all Delaware County taxing units combined will have lost $26.3 million between 2009 and 2011 due to the phase in of circuit breaker property tax caps.
